ENVIRONMENTAL MANAGEMENT SITE-SPECIFIC ADVISORY BOARD FOR THE PORTSMOUTH GASEOUS DIFFUSION PLANT
Shirley A. Bandy (Pike County). Ms. Bandy is a business manager for Dr. W. Chris Hanners/Hanners-Kelley Family Dental Office in Piketon, Ohio. She has a degree in Business Management from Shawnee State University, Portsmouth, Ohio, and holds a real estate sales license with the State of Ohio. She is currently the vice president of the Pike County Chamber of Commerce and president of the Chillicothe Paints Professional Baseball Association, Inc. Ms. Bandy also supports the People Assisting Waverly Students, the Pike County 4-H, and is active in the New Covenant Church of Christ in Christian Union. She is a resident of the Omega Community near Waverly, Ohio.
L. Gene Brushart (Pike County). Mr. Brushart is a retired educator having served 35 years as teacher, coach, athletic director, guidance counselor, vocational school director, elementary and secondary school principal. He currently serves as a travel escort for AAA. Mr. Brushart earned his Bachelor of Science Degree from Rio Grande College, Master's Degrees in Guidance/Counseling from Xavier University, and School Administration (Ohio School Superintendent's Certificate) from Ohio University. He currently serves as Vice President of the Scioto Valley Local School District Board of Education (Piketon) and is a member of the Ohio School Boards Association. He is a member of the Pike County Retired Teachers Association, Ohio Retired Teachers Association, National Retired Teachers Association and the Pike County Chamber of Commerce. Mr. Brushart is a lifelong resident of Pike County and resides approximately four miles from the Federal Uranium Enrichment Plant.
Edwin G. Charle (Pike County). Dr. Charle is a retired professor of Economics, Emeritus, from Ohio University in Athens, Ohio. He holds a Bachelor of Science in Business Administration from Washington University, a LL.B. from Indiana University, and a Ph.D. in Economics from Indiana University. Dr. Charle has served in academic and administrative positions related to economic development in the U.S. and served in various overseas assignments for ten years. He currently serves on several activity committees in the Bristol Village Retirement Community and holds membership affiliations with environmental groups. Dr. Charle is a resident of the Bristol Village Retirement Community in Waverly, Ohio.
Val E. Francis (Pike County). Mr. Francis is a real estate appraiser and business owner in Waverly, Ohio. A life-long resident of Pike County, he is a member of the Pike County Planning Commission, Pike Community Hospital Board, treasurer of the Waverly Youth League Baseball Program, and deacon with the First Baptist Church in Waverly. Mr. Francis received a Bachelor of Arts degree in Government and History from Otterbein College and is a General Certified Real Appraiser with the Ohio Department of Commerce. He is a resident of Waverly, Ohio and currently serves as Co-Chair for the Board.
Bobby E. Graff (Scioto County). Mr. Graff is currently employed as a welder with the United States Enrichment Corporation (USEC) at the Portsmouth Gaseous Diffusion Plant in Piketon, Ohio. He is the vice president of Local 689 of the United Steel Workers Union. He has 33 years of experience at the Portsmouth site. Mr. Graff resides in Lucasville, Ohio.
Franklin H. Halstead (Scioto County). Mr. Halstead is retired from both the United States Enrichment Corporation (USEC) and the United States Air Force. He has more than 30 years of experience working with nuclear weapons and materials. His experience has been primarily in safety, quality, operations, and supervision. Mr. Halstead received an Associate of Arts Degree in Social Science from Shawnee State University in Portsmouth, Ohio. He also completed the Nuclear Emergency Team Course at the Defense Atomic Support Agency, Sandia Base, New Mexico, and the Nuclear Ordinance Quality Control (QC) Course in QC Directorate Special Weapons at the Kelly Air Force Base’s San Antonio Air Material Area. Mr. Halstead is a member of the Veterans of Foreign Wars Post 3714 in Portsmouth, and has served as Quartermaster for the last five years. He is a resident of West Portsmouth, Ohio.
Sharon E. Manson (Pike County). Ms. Manson is the executive director of the Pike County Visitors Bureau. She is a native of Pike County and has been an active member of many educational, civic, and business groups in the community. She has been a member of the Waverly Board of Education for 20 years, currently serving as vice president and also serves as legislative liaison for the Ohio School Board Association. Ms. Manson has served on the Pike County Career Technology Center Board for 14 years and is past president of the Pike County Rotary. She is the secretary for the YMCA Board of Directors and chairperson for the Appalachian Adventure Trail, which collaborates with the Appalachian Regional Commission and the National Geographic Society to promote Pike County and other distressed counties in Appalachia. Ms. Manson also serves as a member of Junior Achievement, Waverly Kiwanis, the Pike
County Chamber of Commerce, and the Scioto Paint Valley Mental Health Association. She holds an Associate’s Degree from Shawnee State University, a Bachelor of Science from Ohio University, and is an at-will instructor at Samuel Stephen College in Chillicothe, Ohio. Ms. Manson is a resident of Waverly, Ohio.
Stephen E. Martin (Pike County). Mr. Martin is a school administrator with the Pike County Career Technology Center, a joint vocational school located to the north of the Portsmouth Gaseous Diffusion Plant. He is also a member of the Pike County Chamber of Commerce, the Pike County YMCA Board of Directors, the Buckeye Association of School Administrators, and the Coalition of Rural Appalachian Schools. Mr. Martin has a Bachelor of Science in Education from Ohio University and a Master’s in Education Administration from the University of Dayton. He has lived and worked in the Pike County community all his life, and currently resides in Waverly, Ohio.
Daniel J. Minter (Pike County). Mr. Minter, an employee of the United States Enrichment Corporation (USEC), has more than 18 years of site operational experience. He has also served as the Piketon Site Workforce Representative with the United Steel Workers Union, Local No. 689, since 1995. Mr. Minter has testified before Congressional sessions and subcommittees regarding national energy issues and other related topics. He has Associate’s degrees in Applied Math and Science and Applied Parks and Management from Shawnee State University. He is also pursuing his Bachelor of Science in Environmental Management at Shawnee State and has completed federal mediation training. Mr. Minter has an extensive background in community involvement and labor relations. He is the executive vice chairman of the Board of Directors for the Southern Ohio Diversification Initiative, a member of the Ohio Valley Regional Development Commission, a member of both the Southern Ohio Labor Management Partnership and Ross County Labor Management Partnership, and a member of the Pike and Scioto County Community Action Committee Job Training Program. Mr. Minter resides in Waverly, Ohio.
Larry A. Parker (Pike County). Mr. Parker is retired and resides in the Bristol Village Retirement Community in Waverly, Ohio. He serves as chairman of the Bristol Village Residents Emergency Response Committee. Mr. Parker has a Bachelor of Science in Chemistry and Petroleum Engineering from Marietta College, Marietta, Ohio. He is a licensed Professional Engineer in the states of Ohio, Pennsylvania and West Virginia (retired status).
Michael E. Payton (Scioto County). Mr. Payton is a teacher with the South Central Educational Service Center. Mr. Payton states he would like to be a part of the process to ensure the safe cleanup of the environment and disposition of waste materials. Mr. Payton has an Associate’s degree in Business Administration from Interstate Business College. He also has a Bachelor’s degree in Education from Ohio University, a Master’s degree in Counseling from Liberty University and has completed additional graduate courses at Utah State University. He is an elected member of the New Boston Village Council government. Mr. Payton is secretary of the New Boston Little League and also serves as a coach. He is a member of the Portsmouth Masonic Lodge Aurora No. 48. Mr. Payton resides in New Boston, Ohio.
Cristy D. Renner (Ross County). Ms. Renner is a Project Control Engineer with Innovative Solutions. She has extensive work experience at the Portsmouth Gaseous Diffusion Plant and in the field of information technology. Ms. Renner has a Bachelor’s degree from Shawnee State University and holds certifications in Cisco I and II instruction. She is also an Adjunct Professor for Environmental Law and Policy at Shawnee State University. Ms. Renner is a founding steering committee member of the IT Alliance of Appalachia Ohio. She also coordinated and developed Governor Ted Strickland’s Second Annual Technology Conference, and participated in Access Appalachia through the Governor’s Office of Appalachia Broadband Grant. Ms. Renner is a member of Leadership Portsmouth and IEEF Engineers. She is a resident of Chillicothe, Ohio.
Terri Ann Smith (Athens County). Ms. Smith is a caregiver with Starlight Behavioral Health and is self-employed in animal rescue. Ms. Smith states her goal is to ensure proper oversight and cleanup of the Piketon plant and to make certain that all agencies and contractors involved in the decontamination and decommissioning operations follow federal and state laws. Ms. Smith is the assistant director for the Portsmouth/Piketon Residents for Environmental Safety and Security. She resides in Athens, Ohio.

Daniel R. Moore (Jackson County). Mr. Moore is employed by Garnet A. Wilson Public Library of Pike County. He is a former employee of Goodyear Atomic Corporation and worked at both the Portsmouth Gaseous Diffusion Plant and the Centrifuge Plant during the 1980s.
Mr. Moore has an Associate’s degree in Electronics from Devry University. He has been involved in the Boy Scouts for 40 years. He has also been very active in the First Baptist Church since 1965. Mr. Moore serves on the Board of Directors for the South East Regional Library. He resides in Jackson, Ohio.

Lindy A. Coleman (Scioto County). Ms. Coleman is currently employed with the Laborers Local 83 as an Apprenticeship Coordinator. She is pursuing a Bachelor’s Degree. Ms. Coleman is a member of the Laborer’s Local 83. She currently resides in Portsmouth, Ohio.

Michael J. Lilly (Pike County). Mr. Lilly retired in 2000 from Radico Mechanical, Columbus, Ohio. He received a Bachelor of Science in Business Administration from Ohio State University and a Building Trades Journeyman certification from the Plumbers and Pipefitters Union No.189, where he was a member of the Joint Apprenticeship Committee for five years. Mr. Lilly is a member of the National Certified Pipe Welding Bureau and a past member of the Local Plumbing Code Committee of the National Alliance of Plumbing-Heating-Cooling Contractors. He also serves as a member of the Mechanical Contractor Association of Central Ohio. Mr. Lilly is a member of the Pike County Outreach program. He is on the Adena Health System Board of Trustees and the Adena Foundation Board. Mr. Lilly resides in Waverly, Ohio.
Richard H. Snyder (Ross County). Mr. Snyder is retired and has extensive experience in the nuclear sector from the Hanford site in Washington State and the Portsmouth Gaseous Diffusion Plant Environmental Restoration and Centrifuge Projects. He holds a Bachelor of Arts in Management from Central Michigan University and a Bachelor of Science in Metallurgical Engineering from the University of Pittsburgh. Mr. Snyder currently volunteers with the Ross County Historical Society and serves on the Mid-Ohio PCA charitable organization. Mr. Snyder lives in Chillicothe, Ohio and currently serves as Co-Chair for the Board.
